between democrats and republicans on the fiscal cliff, we have learned of a bit of change this evening with the negotiations. for one, we have learned that the senate will reconvene tomorrow at 11:00 a.m. that means no decision tonight. we have also learned senator mitch mcconnell, the republican minority leader, has had conversations directly with vice president biden. mcconnell had been working with senate majority leader harry reid, but he and biden have gotten things done when working together in the past. can they do it now? let's go to dana bash. dana, what do you think? is it promising? can they go it now? >> reporter: well, let's start there. it certainly has happened before between these two men, and it's happened before when democrats on capitol hill are either split or have gotten, frankly, just too frustrated with the republican counterparts to have conversations to be able to find bipartisan agreement. these are the two men who negotiated an extension of the bush era tax cuts for two years. that happened two years ago when republicans had a lot of political capital because

the president, the republicans, the democrats, anybody to aavoid the fiscal cliff? >> reporter: well, this is what may be alarming to learn, suzanne. obviously, the white house is always in concert with senate democrats. there's always an open line of communication there, but there are really no substantive discussions going on with the white house and senate democrats with republicans both in the house and the senate. that may seem troubling at this point, because obviously eyes are turning towards the senate as it is going to reconvene on thursd thursday. if this fiscal cliff is to be averted, it has to get through both the senate and house with some republican support. so you're hearing pessimism now on both sides. take a listen to a democratic and a republican senator and how they see the prospects of maybe going over the fiscal cliff. >> i feel that it's more likely that we will go over the cliff than not. if we allow that to happen, it will be the most colossal consequence consequenceal act of congressional irresponsibility in a long time, maybe ever in american history. >> whe

would be if all sides agree to a scaled-down version of the fiscal cliff agreement that the president and spe speaker boehner had been discussing weeks ago and then senator mcconnell would agree that no republicans would block it in any way if he can promise that. he argues that he can't really make that promise but if e he could then speaker boehner would promise to bring it to a vote on the floor. all sides would shake hands and we'd have a deal before new year's. that seems highly unlikely. but that's what all sides are pushing for today. >> i think we can all agree that tax rates are the biggest sticking point. so what specific issues are your sources saying that they might actually address in this meeting today besides tax rates? could they talk about unemployment benefits, spending cuts, what's expected to come up today? >> this is the -- the specific details of the proposal could include in addition to tax rates, as you point out, an extension of unemployment benefits. the amt fix, the alternative minimum tax would be patched for another year. and medicare doctor payments, prev

republicans. and this is problematic obviously because in order to avoid the fiscal cliff, you would need to find some sort of deal that would make it through the senate and the house and that would need democratic and republican support. now, all eyes on the senate because they will reconvene on the 27th, thursday. and senate majority leader harry reid, it is up to him, really, to cobble together something that can get some of that support. right now the white house is still supporting a threshold of $250,000 back to their initial starting point for tax rates going up for those making more than that. but you can imagine, hala, that's going to be very hard for some republicans, maybe even some democrats to sign on to. >> right. and for just about a week ago, it was common to hear a deal will be hammered out. over the last several days we're hearing more and more that potentially this is a reality for americans in eight days' time. your sources in the administration, is there a real concern among some of the people you're speaking with that indeed this fiscal cliff will become a reality? >

the republican john boehner for the stall in talks on fiscal cliff. dana bash is our congressional correspondent. it just seems like this is the blame game. the house speaker would blame the president, the senate majority leader would blame the house speaker. who is to blame in all this? >> everybody is, carol. it's the blame game. i'm a little surprised at how personal harry reid just got in going after the speaker. it is true that things have clearly broken down, that goes without saying, and that the democrats were not happy that maybe a week and a half ago the speaker pulled out of talks with the president after they had reached a pretty good amount of progress. but the fact that he called the speaker a dictator and in the next breath said he's worried about his job, it's a little contradictory, but very personal. let me give you a little bit of a reality check. that is it is true that the house is not in session. they will come in quickly at 2:00 in a pro formal way and house republican leaders have told members they will give them 48-hours notice and that hasn't happened yet. but senator r

of the basics, what's happening right now. here's where we stand with the fiscal cliff. first of all, who's doing the negotiating? ice the top two senators, senator reid for the democrats, senator mcconnell for the republican, and it is their staff who are working out details right now. what are they talking about? mainly trying to find a way to avoid those tax hikes for most americans. that could also include an extension of unemployment benefits. what is unclear is whether other things such as budget cuts eliminating that sequester that's coming up or other things will be in that deal. when will all of this happen? the soon they could vote is tomorrow, but leadership tells us that they are just hoping to get the outlines of a deal to their members tomorrow so a vote also possible monday. that's when senator reid has said he wants the vote to hap n happen. again, just to be clear, we don't think anything on the sequester will be in this deal at this point or the debt ceiling. those are other issues floating around. right now this deal seems more focused and small. let's listen to what t

the fiscal cliff. >> six days away. dana, what would majority leader reid have to add to the legislation to peel off just a few republicans, enough to get it through the house? i don't know if he would get widespread support from mitch mcconnell and the leadership, but just a few who are maybe retiring, or leaving the senate. >> reporter: that's a great question. first and foremost they would have to be able to swallow the idea that they will effectively vote to raise taxes on the top 2% of americans which most republicans said they do not want to do because they think it is bad for the economy. to answer your question, it is probably the biggest sweetener for republicans and seen some moderate democrats by the way is the estate tax. the estate tax is in place right now at a relatively low threshold. it would go up big time at the end of the year. and that is something that is very important to a lot of republicans. that could be a sweetener. i think probably the best argument the democrats have for some of those republicans is that they don't want to be in the way or they don't want to

majority in the house. in other words, i believe we could take up the bill that prevents the fiscal cliff and get it passed in the house. the only thing preventing us from doing that is that the speakers refuse to allow a vote on that. people need to understand that that plan would provide tax relief to 100% of american families on their first $250,000 of income and for folks above that level, they would be paying a little more on the amount of their income above $250,000. that was the bipartisan senate plan. we should have a vote on a plan like that here in the house. >> congressman, last hour i spoke with a woman her name was karen duct. she lives just outside your district. she could lose her unemployment benefits this weekend if no one comes through with a deal that can be sign ed by the president. here's what she said to you and the rest of washington. >> i would ask them to please come together and make a decision, a decision is needed. put all the personalities aside and step up and make a decision. it's not that difficult to make a decision to make sure that millions of americans
